Ukraine's Clean-Energy Pivot: Resilience Through Decentralised Power

Necessity is driving one of the most interesting clean-energy transitions in Europe. Russian strikes have gutted Ukraine's centralised power system — total generation capacity fell from roughly 37 GW before the invasion to under 14 GW by the end of 2024, with the World Bank estimating over $20 billion in energy-infrastructure damage. Ukraine's response has been to go decentralised, clean, and harder to destroy.

Solar, storage and wind — built under fire

  • Solar: Ukraine deployed roughly 1.5 GW of new solar in 2025 — about double 2024 — mostly small-scale (5–30 kW) systems on homes, municipalities and small businesses (Solar Energy Association of Ukraine estimate).
  • Storage: In September 2025, DTEK and Fluence energised Ukraine's largest battery portfolio — 200 MW / 400 MWh across six sites, built in six months (a €125M investment, and Fluence's first fully remote commissioning).
  • Wind: DTEK's Tyligulska wind farm, partly commissioned during active war, is expanding toward ~500 MW with a €450M investment — the largest private energy investment in Ukraine since 2022.

Agriculture meets energy

Ukraine also made its first biomethane export to the EU in February 2025, tapping agricultural feedstock — and the IEA estimates the country's biogas/biomethane potential from waste and residues at around 11.6 billion m³ per year, a genuine European advantage. International capital is backing the shift: the EBRD deployed a record €2.4B in Ukraine in 2024 and launched a €700M Energy Security Support Facility for decentralised generation, storage and efficiency.

Why it matters globally

Decentralised solar-plus-storage, remote commissioning, and energy resilience under extreme conditions are exactly the capabilities the whole world needs as grids modernise. Singapore — with its own sustainability agenda and role as a green-finance hub in Asia — sits on the demand side of many of these technologies. Ukraine is proving them in the hardest live environment there is. That is a foundation for real, forward-looking collaboration.
